removing the #ifdef HAVE_CONFIG_H stuff. This isn't logical anymore now we
define even prototypes within config.h. someone I know tried kdevelop to setup
a little C++ project and the first line of code was #ifdef HAVE_CONFIG_H and
asked me what this does. And the only valid answer one can have is "it's historical"
